Queensborough, on the low-lying eastern tip of Lulu Island, is the most flood-prone: it makes up about two-thirds of the roughly 520 hectares of New Westminster that sit in the Fraser floodplain, and its 1960s dike falls short of the provincial freeboard standard in about half its length. The older, sloped Uptown, West End and Queen's Park areas add basement risk because their combined sewers surcharge in heavy rain.
Queensborough sits behind a dike where in 2007 the Fraser came within half a metre of topping it, and roughly half the dike is below the provincial 0.6 metre freeboard standard. A breach could flood a large share of Queensborough homes to depths of well over a metre, which is why fast extraction and structural drying matter here.
